The Research Of Housing Guarantee For Urban Low Income People In Shanghai

Recently, there is much development of housing reform in China. The central government and Shanghai has published a series of policy to perfect the housing guarantee system, which is becoming a highlight here. But the new policy is not enough good. It is significant to find out the practical problem and adjust the housing guarantee policy in good time. Based on the review of related theory and the relevant study result from the original data, the relative cost and benefit analysis about current housing guarantee system is done. This thesis is about the research of the housing guarantee problems of the urban low income people in Shanghai, and based on the review of related theory, the real living condition, the development of the housing guarantee policy and the practice of new policy in Shanghai. Utilizes the social guarantee theory and the equal distribution theory, adopts the researching way of combining the empirical analysis to the regular one, qualitative analysis to quantitative one, and then give a comprehensive research to the housing guarantee system of Shanghai. Then some operational policy suggestion with much pertinence has been given, which is hopefully can be used in perfect the housing guarantee system in Shanghai.As a participant of the National Natural Science Funds about the research on the housing guarantee problems of low income people in our country, I am familiar with the housing guarantee policy of Shanghai that is not practiced for a long time, and got some veracious data. There is some conclusion after analyze the housing guarantee experience of some foreign and other districts in China, which includes some personal points: (1),extensive the housing guarantee coverage reasonably according to the different level of income and living condition;(2),establish the housing guarantee policy according to the characteristics of different people;(3),develop finance products to collect the fund for the guarantee house constructing, such as public funds. As long as the further practice of new housing guarantee policy, some new problems will come out, such as how to reduce the management cost and ensure the low income part can gain benefit from the policy. That will be discussed in the coming research.
