The Protection Of Landless Peasants’ Rights And Interests In The Process Of Urbanization

The increasing demand for land of industrialization and urbanization, sets off enclosure movement three times across the country, resulting in a large number of farmers lost their land. As the current land acquisition system with a strong planned economy color, the farmers completely excluded from the benefit-sharing mechanisms. At the meantime, an appropriate alternative mechanism wasn’t established for landless peasants to protect their production and livelihood, causing landless peasants becoming the social vulnerable group who have no land to plant, no job to do, no opportunity to get social assurance. Driven by economic interests, local government intervened excessively in land acquisition behavior, fighting for interests with the people. Because of their inherent inferiority and the blocked mechanism of interests expression, landless peasants lack of voice and can not protect their own interests. resulting in rights and interests is being eroded. At present. disputes arising from land acquisition have replaced the tax dispute. becoming the focus of farmers’ rights protest, which pose a great threat to China’s economic development and social stability. Landless peasants problem has become the important issue needed to solve in the social development and urban-rural integration process.This paper adopts several research methods such as literature survey, cross-disciplinary research methods, historical analysis and so on. Form the situation of landless peasants and problem of damaged rights and interests in current urbanization process, this paper proceeds multi-dimensional analysis of the reason causing damage to the rights and interests of landless peasants, and proposes a comprehensive policy framework of improving the protection of landless peasants’ rights and interests. Improve the land expropriation system, improve the employment system and social security system, correctly orient the role of government, and strengthen the voice of landless peasants, with a view to make little reference to fully protect the legitimate rights and interests of the landless farmers.
