Any country’s development cannot be separated from the path of development of urbanization and industrialization. With the development of urbanization and industrialization in China, urban expansion of demand for land around the ever-increasing, it causes the rural land by large-scale taking over for use. Therefore, a large number of farmers have become landless peasants. Due to the defects of China’s land requisition system, deviation of the policy of land expropriation, factors such as the lack of poor employment and social security policies, making a series of damage to the interests of the landless farmers. Landless peasants who have no jobs and insurance are becoming a new vulnerable groups. Their life is extremely difficult. This part of the crowd easily lead to many social problems, they will affect the stability of Chinese society and the smooth progress of China’s modernization. Farmers’rights issues are not only related to rural development and social stability, bad for China’s urbanization process, but also seriously restrict the smooth progress of the modernization of the country. Therefore, to solve the land-losing farmers and their rights as soon as possible is our country’s urgent matter. It is a problem which our country have to face in the process of China’s urbanization and modernization. It is our government’s responsibilities to solve the landless peasants damage to the interests. It is also inevitable requirements of urbanization and the construction of harmonious society.China’s urbanization has two sides. While speeding up the process of China’s modernization, also causing problems with the farmers and farmers’rights. The problem of the landless peasants have many reasons. such as public interest are not clearly defined, land acquisition procedures are not standardized, land requisition compensation are not reasonable, unfair income distribution of land expropriation. Meanwhile, there are many other reasons. such as a discrepancy with policy implementation, job placement ineffective and social security is not perfect. In short, there are two main reasons for the interests of landless peasants. On the one hand is the institutional factors, such as defects in the system of land expropriation. On the other hand, the reason is the level of implementation of the policy. The policy execution strength does not cause the execution existence deviation. Therefore, to solve the problem of damage to the interests of landless peasants in the urbanization process in China, it must depend on the related system by refining the two levels of development as well as policy implementation.This article is in the background of China’s land expropriation in urbanization process,it leads to the damage to the rights and interests of landless peasants. From the perspective of policy improvement, on how to protect the rights and interests of the landless peasants in the urbanization process in China, government need to reform the system of land requisition, improve the quality of policy implementation, increase the intensity of job placement and sound social security system.
