The Project Manager is the organizer and the directly responsible person for project implementation, it plays a vital role whether the scientific and rational evaluation of their performance can make, and thus to fully mobilize their enthusiasm for work on the success of the project. In practice, however, many difficulties still exist, this paper researches on the key issues of the project manager performance appraisal in-depth.First, the paper analyzed the current situation of the project manager performance appraisal; for the problem of performance evaluation indicators that “heavy financial performance and light management, weight groups and light personal, weight results and light process”, the assessment process, assessment methods and assessment content of Project Manager was further optimized.On the process of assessment, the setting process and the signing process of "Project management goal responsibility book"has been optimized and greater emphasis on the importance of participation has been gaven to the Project Manager. During the process of setting project management goal, corporate strategy and management objectives has been broken down by the top-down approach so that project managers can make a more thorough understanding of the company’s operating goals which prompting performance behavior and company goals becaming more consistent.On the way of assessment, according to the process of project management, stage assessment of the project, assessment of the end project period and year-end appraisal has beed combined which strengthing the benefits of performance appraisal process control.On the content of assessment, the evaluation index system including "performance, behavior and characteristics" which has been established with the help of the advanced theories and methods pays attention not only to the assessment about responsibility of the financial, duration, safety and quality, but also the project manager’s own professional skills, management qualities and the contribution of team building.These three indicators which completing and improving each other make a comprehensive study of project managers.This index system with three dimensions and three levels is easy to operate thank to the clearly frame, and make the performance appraisal of Project Manager more Scientific and more comprehensive.On this basis, the fuzzy comprehensive evaluation method has been used. With the introduction of a comprehensive evaluation on the basis of fuzzy analytic hierarchy process, builds fuzzy comprehensive evaluation model which applied to the index system of Project Manager Performance Evaluation and comprehensive evaluation. And take ST company for example conducted an empirical study. The results show that the use of this method has improved the reliability of the evaluation results significantly.
