Due to the unbalanced status between primary energy resources distribution and economy development, Chinese government proclaims the strategy of transmitting electricity from Western China to Eastern China in order to scientifically utilize resources and harmoniously develop regional economy. This can transform sufficient water and coal into electricity and transmit to Eastern China—the load center of electricity consumption. This article primarily analyzes influence of the construction of thermal coal-fired power base in inter-regional transmitting electricity on the local society.Firstly, this article introduces sustainable development, ecological economics and cycle economics; Secondly, this article introduces the Electricity price formation mechanism of China’s power enterprises and the main problems; Thirdly, this article studies how does construction of thermal coal-fired power base influence local area, taken Inner Mongolia as an example to analyze economy and ecology aspects; Finally, this article introduces some successful cases on development and construction of resource base in overseas countries, this will lead to a positive effect of development and construction of thermal coal-fired power base in China.Construction of thermal coal-fired power base plays a positive role on local economy development, however, there will be pollution on local environment. How can we maintain the sustainable development of thermal coal-fired power base becomes urgent at present time. In order to remain sustainable development of thermal coal-fired power base, this article gives us some suggestions and methods about resources pricing, distribution system, strategy of Chinese government and cycle economics and eco-compensation system regarding power plant.
