Along with the rapid development of our national economy, the demand for electricity power experiences a sustained rapid growth. In our country, coal-fired power stations where coal is taken as the main raw material are the main source of electricity power; meanwhile, for the character of coal power industry, as environmental pollutants emitters, the pressure on the environment goes without saying. Hence, the research on environmental impact assessment of coal-fired power stations will make certain theoretical significance and practical value.According to the seven part like transportation. hydrometeorology, geotechnical engineering and so on, we elaborate the location and surrounding environment of third period in Qingdao coal-fired thermal power plants in detail. And then, comparing the emissions of engineering to the national emissions standards, we do the preliminary research and analysis to the local environment and project. It provides the reliable basis for the further research of the comprehensive effect the project brings to the local environment.Based on the research results of the theory of environmental assessment both in domestic and foreign countries, combined the local environmental character of the project,,we studied the cumulative impact on the environment which was brought by the expansion projects of the third period in Qingdao coal-fired thermal power plants both in the qualitative and quantitative method. Firstly, by analyzing the producing process and design scheme of the Coal-fired cogeneration project, we got the impact factor on the environment from this project, that is, do the comprehensive assessment to the influence the project brings to the natural and social environment. Secondly, we establish a reasonable assessment index system to environmental impact in this project where some qualitative and quantitative method were used to compute corresponding indices and give the weight to the index by AHP, and then do the comprehensive assessment of the impact of this project on the environment by FCA so as to do the intuitive instmctions to The feasibility of the project. As the end of this paper, we proposed some measures to the environmental impact optimization based on the real situation of the project.
