As the director of strategy of sustainable development, in order to protecting the interest of people and ensuring the society develop in a harmonious way, government must in the light of theory of sustainable development and take economy, society and environment protection in to their consideration when they making decision.Power plant is significant infrastructure for economic and social development. The construction of coal fired thermal power plant need a great amount of investment, relate to large scope and have a major effect to our society, meanwhile it also have a very close relationship to the development of society and economy and the protection of environment where the plant being constructed. So as the decision-maker, government must take the theory of sustainable development into their consideration when they making decision. therefore, in order to ensuring the coal fired thermal power plant go on wheels and performing it function, we must have a all side, scientific and systemic evaluation to the construction of coal fired thermal power plant.The main contents and innovation on this paper is:first, the paper analyzes the theory and practice of the evaluation on large project construction of home and aboard.
