With telecommunication market open and telecom industry restructuring, operators enter the period of all-service. After restructuring, customers have more and more popular to choice service and operators, the competition in the market is becoming fiercer and fiercer. On the one hand, the proportion of mobile users become saturated, develop new users become difficulty and costs more and more.On the other hand, the continuous decline in the price level of traditional services, operator’s income growth is facing enormous challenge. So that value-added business has gradually become the new point of income growth.All the changes that make operators are facing enormous challenges and opportunities. In telecom industry, the technology of data warehouse has been widely used, and the data mining technology has gradually matured. It is becoming the focus of the business and IT sector that explore these data with new technology, which is useful to support better business decision-making and help enterprises to advance core competitiveness.This article is based on requirement of telecom enterprises and basis theory of data warehouse, data mining and complex network, put forward a method to mining the social network for mobile users. The algorithm through analyse the communicate behavior to cluster users into different clusters, and divide users into different levels. Furthermore, by assessing the interest in a business to target users, found that certain social relationships and communication networks.In BI project, the algorithm has achieved certain results in customer retention and marketing. Practice has proved that the algorithm is available for telecom.
