Study On The Performance Evaluation Of Shaanxi Farmer Cooperatives Based On Function Construction

Farmer Cooperatives is the best carrier to promote the modernization of agriculture andthe only way to solve problems concerning “Three Rural Issues”.On1st July,2007, theimplement of "the Law of Farmers’ Specialized Cooperative" indicated that China’s farmercooperatives developed into a new stage. According to the agriculture ministry statistics, therewere more than272,500farmer cooperatives which have been recognized and recordedlegally registered. The increasing number of cooperatives leads to the weakness andimperfection of farmer cooperatives’ function, which influences the level of cooperatives’performance.This thesis combined qualitative analysis and quantitative analysis based on the theory ofwestern cooperatives, transaction cost theory, property rights theory, the theory of publicgoods and Marxism about the theory of farmers cooperatives. On the basis of the29farmerscooperatives in shaanxi province as samples, we measured their performance level and sumedup the shaanxi farmers cooperatives performance problems through the questionnaireinvestigation and data analysis.First of all, we analysized the functions of farmers cooperatives from the construction ofcooperative organizations and their external effects. Secondly, the cooperative comprehensiveperformance evaluation index system was built by analyzing the construction of its functions,and this index system consist of the performance service function, the performance ofeconomy function, the performance of social function and the performance of ecologicalfunction, with11secondary indexes and a series of level3indicators, using the specialistmarking methods to confirm the weights of every indexes. Then, we sorted29farmerscooperatives’ performance after calculating cooperatives comprehensive performance valuethrough the analytic hierarchy process. Finally, we used the method of factor analysis toanalysize the investigation datas and compared with analytic hierarchy process (AHP) toillustrate that the performance evaluation system is scientific and reasonable.After studying29farmers cooperatives’ performance in shaanxi province, we found that level of farmers cooperatives’ performance is low as a whole and the cooperative regionaldevelopment is not harmonious, the difference of performance level between farmerscooperatives is bigger; the reason for the low condition of farmers cooperatives mainlydisplays in: the service function is not perfect, the economic function is not significant, thesocial function not highly valued, and the ecological function need to be improved.
