Study Of Farmers’ Professional Co-operatives Performance Evaluation System In Hebei Province

Of the household contracted management responsibility system in China has longformed the small farmers in the rural areas of small-scale production and businessoperation pattern that partly caused the problem of farmers’ production diversification andunorganized. Under the condition of market economy, the decentralized management ofpeasant households into the market is bound to be faced with the contradiction of “smallfarmers and big market”. So with the booming development of our country socialist marketeconomy, the contradiction of small farmers and big market is becoming increasinglyprominent, single farmers in the market to trade at a disadvantage position and marketinformation failure, high transaction costs, low bargaining power problems are increasinglyprominent. The course of agriculture development at home and abroad shows that: inaccordance with the internationally recognized cooperative principles, guiding farmers tocooperative organization form is the fundamental method to solve the problem of ruraleconomic development as a whole.Under this background, the multiple types of farmers’ professional co-operatives havesprung up all over the country. The farmers’ professional co-operatives in hebei provincealso get rapid development under government’s guidance. The number of specializedfarmers’ cooperatives in HeBei Province is big, but most of them are news under the newpolicy support of HeBei Province in recent year. The time is short and the performance isnot significant. The relevant study of performance level of professional farmerscooperatives article is still relatively small and has not formed a complete system ofperformance evaluation. So it is necessary to establish a complete performance evaluationsystem of farmers’ professional co-operatives in HeBei province, which will play the roleof performance evaluation of judgment for the government behavior and will has importantsignificance for performance evaluation of role play to improve the professional farmerscooperatives itself.According to the study of cooperative system theory, enterprise performanceevaluation theory, transaction cost theory and new classical economics theory（information asymmetry theory）, this research analyzes the present condition andproblems of farmer specialized co-operatives in HeBei Province, and points out thecountermeasures and suggestions for further improvement based on a lot of practice. Thenthe research select evaluation index required according to the present level of farmerspecialized co-operatives, and establish specialized farmers’ co-operatives performanceevaluation system in HeBei province with the help of AHP. The paper establishes a “fourperformance” perspective evaluation mode, which includes4first level indexes,9leveltwo indexes and18appraisal index from the economic, social, ecological and sustainable development ability of the organization. The weight of18appraisal indexes is determinedby expert scoring method, and then the corresponding weights are calculated for all levels.I have chosen a performance evaluation system of vegetable farmers’ professionalco-operatives for the practical application finally in this paper to determine the feasibilityof constructing performance evaluation system of farmers’ professional co-operatives andprovide a reference for other farmers’ professional co-operatives to performance evaluationof value.
