The new rural cooperative medical system is an important part of our social security safety net, and its development is closely related to social harmony and stability. For the long-term and stable development, the new rural cooperative medical system could not inseparable from improvement. The participating rural residents as the main role in this system, their interests of security issues directly related to the institutional goals and the operation effect.In-depth understanding of participating rural residents’ rights and interests protection level to further improve the design, to promote the sustainable development of the new rural cooperative medical system, this article through researching the level of protection of current NRCMS from participating rural residents, to analyze constraint factors which influencing the protection of participating rural residents rights and interests level, and make appropriate recommendations based on these factors.This paper uses questionnaire survey and subdivides the eight indicators which reflecting the level of the Protection of rights and interests through factor analysis into three categories:the medical care services, medical expenses and medical quality; divided the influencing factors which affecting the level of Rights and Interests into two categories: institutional design, institutional implementation, then on this basis, the research proposes hypothesis.Through linear regression analysis:compensation range, the proportion of out-patient compensation, out-patient compensation cap line, the level of fund management, supervision, drug prices, inspection fees, clinics and behavior extent of regulation affecting the level of protection of participating rural residents’rights and interests.Given these influencing factors, the author puts forward five proposals:Rational allocation of medical resources in urban and rural areas to facilitate the medical treatment of the participating rural residents; advancing the design of the new rural cooperative medical system to enhance the level of protection of participating rural residents; encouraging the new rural cooperative fund management, to promote the efficient operation of the rural cooperative funds; increasing the supervision for medical institutions, to control the unreasonable growth of medical expenses; progressing the quality of service of primary health care sector, further reforming the rural medical and health system.
