Under the background of this paper for the first time in improving people’s livelihood problem, by using the theory of civil rights, the Marxist view on rights, farmers’ rights related research and theory of Marx about the social security,rights awareness, assessment, claim the right to express as the three elements of the NCMS study of farmers’ rights guaranteed,right to life and health, the right to equal health care services, information and surveillance as well as the right to express as a constituent of NCMS in Farmers’ Rights,240 questionnaires by quantitative methods S City Hubei province representative three villages empirical analysis,combined with interviews with some of the cases studied supplement,finding out the current situation of farmers’ rights guaranteed by the new rural cooperative medical system as well as related factors,Try empirical research methods,explore the factors that affect farmers’ rights guaranteed effect,provide some policy implications to better protect farmers’ rights and achieve.The main conclusions of the thesis are as follows:(1) the farmers’ consciousness of rights in the system of new farmers in perception, effect evaluation, rights protection of the rights of the will of the expression is the new farming and system of farmers’ rights protection effect is the comprehensive reflection of, individual characteristics, community environment, policy maintenance is a new agriculture system in the key elements of farmers rights, rights protection effect and the influence factors, has intrinsic connection between the main motivation, optimizing the system running environment, strengthen the maintenance of policy efforts are conducive to new farming system of farmers’ rights protection effect of optimization, which is beneficial to new farming and system realization of farmers’ rights.(2) the right consciousness of the overall effect is good, understanding and awareness to rise; Perception of social security and democratic management is more obvious differences.
