Housing is the basic human survival demand. After30years of reform and opening up, China has basically established a market-oriented housing system. But the market-oriented housing system in the provision of quality housing products, while also making a considerable number of people, especially the housing problems of low-income groups more difficult. The housing provident fund system, as a product of China’s housing system reform as well as a new policy, is set to raise housing funds, solve housing problems for urban residents, and improve their living conditions.Inner Mongolia is a vast ethnic region, with an unbalanced development of economy, politics and culture. Its housing provident fond system meets with many problems and troubles in the process of its being carried out. So as a powerful and widely covered public policy, the system should find a fitting way of development and reform in Inner Mongolia, under the guidance of the Scientific Outlook on Development, on the base of the region’s particular situation, and with the application of modern theories of public policies. This paper first analyzes, the connotation, property and features of the housing provident fund system, and introduces the present state of development of the system in Inner Mongolia and in the whole country. The focus is on the analysis of the causes of the problems which appear in the process of the system’s being carried out in Inner Mongolia. A contrast is also done on the housing systems of the United Kingdom, Singapore. Finally, according to the above analysis, the author puts forward his suggestions for the reform and perfection of Inner Mongolian housing provident fund system.
