The Study On The Implementation Of The Counterpart Support Policy

It is one of the most important principle for china’s economical and social development to plan the regional development as a whole, to promote balanced regional development, and to narrow the development gap between regions.The regional development is unavoidably unbalanced due to a number of differences in natural and geographical conditions, historical and cultural environment, combined with the government influences by implementing different polices and systems among different areas in order to realize the strategic goal of a certain period and so on. Counterpart support policy is based on the huge developmental gap of politics, economy, culture and society between China’s eastern and western regions, as well as the unbalanced and complementary distribution of natural resources among different areas. Counterpart support policy is a special policy with Chinese characteristics which aims at narrowing the gap between west and east, promoting faster economic and social development of the western minority areas and realizing ethnic equality, unity and common prosperity. The counterpart support policy has played a positive role and produced a good political effectiveness, economic efficiency and social benefit in promoting the development of various undertakings in less developed areas, enhancing the coordination of regional development, strengthening regional economic exchanges and gearing up national unity, and so on. Still, the enforcement of counterpart support policy is problematic that the laws and regulations are imperfect, the administrative systems are out of tune, the assessment and monitoring mechanism are insufficient and so on.This paper which studies the counterpart support policy is based on the early research achievements in academia and introduces the operating situation of counterpart support policy. Combining with analysis of statistical data and survey materials, the paper takes the example that Erdos correspondingly supported Xing’an League, and discusses the problems in operating status of the counterpart support policy from many aspects. At last, on account of the cause analysis of the current issues and the enlightenment of the practices which Erdos correspondingly supported Xing’an League in Inner Mongolia and coordination regional development in foreign countries, this paper emphasizes on the suggestions of related countermeasures of perfecting counterpart support policy.
