Summarize achievement and experience of the Counterpart Support Policy to Xingjiang, find out its problems, analyze the reasons and give advises in order to contribute to the further effective implementation of the policy by the aspects of system design, execution and institutional assurance, having significant positive both theoretically and practically in the overall support work of Xinjiang.
