The modern transformation of agriculture is the hardest part to transform for a traditional agricultural country in the process of the modern social transformation, but it is easier with better rural infrastructure. So it is necessary to bulid stronger rural infrastructure to smoothly strat the modernization of agriculture. Governments must invest more money to supply rural infrastructure for it’s distinct attribute of public googs. The governments’s financial investment of rural infrastructure is increasing year by year in Inner Mongolia as a national agriculture province. There is some problem in the government investment behavior, though there is improvement in rural infrastructure. These problem is the dissimilated investment behavior those can be divided into two kinds:the one is the investment behavior embedded economic rationality in the process of capital distribution, the other one is the investment behavior embedded political rationality in the process of project selection. These dissimilated investment behavior badly lower the effect of the government investment behavior and the efficiency of the supply of the rural infrastructure. We have to pay due attention to these trouble. This paper is the research on the dissimilated investment behavior of government, there are reasons for these problem and measure to solve these problem.
