| The cultivated land resource shortage is becoming increasingly severe in our country. Delimiting primary farmland is the most effective way to protect cultivated land. Permanent primary farmland, demarcation further emphasized the protection of the quality of cultivated land. But, demarcating permanent primary farmland should put more emphasis on the stability of the cultivated land resources. Only ensuring both the quality and the stability of delimited permanent basic farm land can we indeed protect high quality cultivated land resources. Only ensuring both the quality and the stability of the delimited permanent basic farm land can we indeed protect high quality cultivated land resources.In this paper, combining the planning of land utilization in study area, the author analyzes the study area from four aspects the comprehensive grain production capacity, the quality of cultivated land, the connectivity of cultivated land and the stability of the cultivated land. And then, according to the comprehensive grain production capacity of the study area, the author uses two-way pros and cons of sorting algorithm to determine the quantity and spatial distribution of permanent primary farmland and designates its conservation district at last.Chapter one is analysis of comprehensive grain production capacity. There are three steps. The first step is making the prediction of population and population structure in2020in Luanxian. The second step is determining the food demand of Luanxian according to the food demand standard which is designated by the StateSecond, agricultural land use rating is the actual production capacity of the grading unit. It is based on the natural quality rating, and it can be get by amending average utilization level of the classification unit where the land use zoning, and also can reflect the average level conditions of the total standard grain. The author uses the land use indicators in the Hebei Province, Luan County Farmers’ Land Classification Report to assess the quality of arable.Third, in this section, the factors that affect the cultivated land stability is divided into three aspects:natural factor, socio-economic factor and location factor based on the situation of Luanxian. The author selects geological disasters such as landslides, mudslides, collapse as natural factors. The socio-economic factor includes the per capita GDP of every town, secondary and tertiary industries and the ratio of primary industry and urbanization level. And the location factor includes the distance from the center of town, the distance from town, the distance from the mineral industry, the distance from the main traffic artery and the distance from rural settlements. Basing on analysis of the three factors, the author can get the score of stability evaluation of cultivated land which should be included in the permanent primary farmland in Luanxian with a variety of methods.Fourth, integrating the demands of comprehensive grain production capacity, the land use indicators and the score of cultivated land resources stability evaluation of Luanxian, the author designates the number and spatial distribution of the permanent primary farmland.Fifth, compared with the number of primary farmland, quality and spatial distribution of Luanxian overall land use planning, this paper draws a conclusion that the quality and stability of permanent primary farmland are both higher than the primary farmland which is designated in the comprehensive plan of land utilization.At last, this study demonstrates that the methodology system of permanent primary farmland designation which is based on quantitative analysis is more scientific and reasonable. |
