At present the current fundamental realities of land resources is that the population is large, the quantity demand of food is huge, cultivated land resources are limited, a serious shortage of average per person farming in our country.Along with the social economy and the rapid increase of productivity, the progress of socialist economic construction at the same time, the pressure of protection of farmland is growing, economic construction and urban development encroach and compress the cultivated land,arable land limit the land expansion of construction, it lead to the original planning of basic farmland layout and having been unable to meet the demand of present social makes the increasingly prominent contradiction between human and land.The permanent basic farmland demarcated and protection of County level is the "first step" of the cultivated land protection,so as to ensure the material is the development of agriculture and help to stabilize the urbanization development,building a new socialist countryside, improving the level of economical and intensive land, strengthening the protection of ecological environment,safeguarding farmers’ interests and the local finance and economy.This article has carried on the permanent work basic farmland demarcated and synchronous update the land use planning database and the database construction of basic farmland.
