Liaoning province is one of the of mainly peanuts production provinces, which is locatedin Northeast peanuts production area of China. Owing to abundant land resources, sufficientsunlight, less disease, Liaoning Province has become one of the most important peanutsexport base of China. In recent years, as the main crop defending drought, peanut industry hasdeveloped rapidly. Whether compared with the national peanut major production area, or withother major crops in Liaoning province, the comparative advantages of peanuts have come outgradually. Therefore, it is vital for us to develop the peanut industry of Liaoning province.The increasing of peanuts total output depends on the improvement of peanut productioncapacity. The are two main ways to improve the peanut production capacity: one of themethods is increasing the peanut production inputs; the other one is improving peanutproduction efficiency. But because of the resource scarcity, scale revenue decline functionand ecological environment pressure, in order to raise the peanut production outcome, weshould rely more on improving production efficiency of peanuts, rather than increasingproduction inputs solely.Firstly, the paper calculated the single factor productivity of peanuts in Liaoning province,according to the economic data available. And then, it judged the technique progress mode ofpeanut, based on the single factor productivity. It also estimated the impact of techniqueadvance to the outcome increasing. Secondly, we can calculate the TFP of peanut productionin Liaoning by using Torngvist-Theil index, and we can measure the impact of TFP and inputchanging to the peanut yield increasing. Thirdly, we can calculate the TPF, Ech, Tech, Pechand Sech of peanut production by using of Malmqulst index. And then we can measure theredundancy of outcome and the inadequate of input by using the data envelopment analysis(DEA) measure.It can be found through the analysis: first of all, the technique progress of peanutproduction in Liaoning Province belongs to the capital saving, labor and land intensity mode.And the contribution of technological progress to increasing peanut yield is less than that ofinput increasing. Secondly, through the analysis of four areas in western Liaoning Province, itcan be found that the contribution of TFP to increasing peanut yield is less than that of inputincreasing. And owing to low technique progress rate, the TFP of Liaoning Province is lessthan other major peanut production provinces. Thirdly, by using the data envelopmentanalysis (DEA), it can be found that there are redundancy in peanut production in LiaoningProvince, including labor quantity, fertilizer costs, employee leasing fees and other materialand service fees, and there are also room for yield increasing under the existing productionand technique conditions.There are several suggestions to solving the problems of how to promote peanutstechnical progress and how to improve the production scale efficiency: one is to speed up the science and technology innovation, and establish support system for peanuts science andtechnology advance. The other suggestion is to plan reasonable layout of production as awhole, in order to realize the peanut production large-scale and professional.
