Today, knowledge economy has developed, so human resource has become the important resources. Especially the IT industry enterprise, in the face of the market and the product competition, behind a talent competition is to make enterprise keep competitive advantage of key factors. Therefore, the enterprise urgent need through effectively salary management retain talents and attract, greater value has been created by incentive talents. And salary management of human resources management organization is the important part of the work and the core content.The choice in the article is a private IT company which belongs to large state-owned enterprises. In the guidance of salary related theory, and using the scientific research and analysis tools, the article studies the salary management in the company, we found that the salary management strategy in this company has break away from the business strategy, and lack of fairness and phase out of incentive, so as to lead to some results such as the enterprise personnel flow, low on-the-job personnel work efficiency, the lack of core personnel and the serious brain drain. Therefore a new salary management design becomes urgent way to solve the serious problem. First of all, this article summarizes the main business, organization structure and the current situation of human resource in the HD company; Then, analysis the present situation, the search for problems, and explores the reasons by questionnaire investigation and access to information; And puts forward specific solutions the optimization of the salary system by using speculative knowledge; At last, put forward the suggestions to ensure performance of the scheme in state-owned enterprises. To sum up, this article rebuild a scientific and effective compensation management plan through classification for the enterprise to the design mode which adapt to the development of the company by the relevant theory of salary, in order to reflect the fairness and incentive of salary design mode, combining the performance and practical problems which need to be solved of HD company, the reference of the domestic and international advanced salary design ideas. At the same time, this article also expounds the guarantee of the salary reforming. But also provide the beneficial reference for construction work in salary management system of other private high-tech companies which had reformed from state-owned enterprises.
