According to the statistics of the third quarter of2013, China’s fixed asset investment had reached to80%of the GDP, construction project investment control work is the focus of social concern,. Throughout the whole process of the project implementation, the possibility of the design phase effect investment reaches70-80%, thus enhancing the design phase of the investment management is a very important work. Quota design is an important method to control the design phase investment proceeds, after nearly ten years application, this method achieved very good results, but the use of the quota design also have a lot of questions, adopt value engineering in the process of quota design can effectively identify the essential functional requirements of the project, determinate reasonable distribution of the investment, this is a reasonable management optimization and upgrading of the design phase of the construction project, investment control has important significance.First of all, this article analysis the characteristics and the application process problem of the quota design, to proposed quota design based on the principle of value engineering design methods and ideas, and to analysis the feasibility of the value engineering design in the quota design. In accordance with plan design, preliminary design, construction design stage division, respectively, discussed the use of value engineering in quota design. In the plan design phase, focuses on under the condition of invest limitations and according to the value engineering principles to choose the best plan and, to determine construction project investment limits, achieve the purpose of maximizing the value of the project. During the optimization and selection process, using analytic hierarchy process, expert scoring method, through a combination of qualitative and quantitative analysis. In the preliminary design phase, the project focuses on the rational allocation of gross investment limits, under certain investment limits control to achieve optimal function of the project. And achieve the amount of each component cost reduction through value engineering analysis projects, sort the order of reduction, so the project investment limitation under certain constraints can get a maximize value. By studying the use of value engineering in quota design this article provides a new method for optimizing the quota design, and with a certain degree of innovation. This article discuss the use of value engineering in respectively process to improve quota design, combining both theoretical study and process improvements for the quota design, proposed effective technical way to carry out a scientific and rational quota design.
