Research On Bid-Evaluating Based On AHP-FCE In Engineering Construction Projects

Bid inviting and tender of construction projects is an important way for the construction contracting. Bid-evaluating is the key link. Ensuring the bid-evaluating process fair and reasonable, and the interests of both parties, improving the project quality, has the extremely vital significance.According to the characteristics of engineering construction projects, this paper analyzes the insufficient of traditional evaluation methods, and put forward the engineering construction projects fuzzy comprehensive bid-evaluating methods based on the analytic hierarchy process (AHP) and the fuzzy comprehensive assessment method (FCE). Moreover, this paper primary study software development of the decision support system in engineering construction projects bid-evaluating.Firstly, this paper introduces some basic concepts, procedures and the announcements of bid-inviting, tender and bid-evaluating, by analyzing the status quo of domestic and foreign engineering construction projects biding, and points out the problem in bid-evaluating. In addition, this paper analyzes the advantages and disadvantages of traditional bid-evaluating methods. Through researching on indexes system, it constructs an engineering construction projects index system.On this basis, the paper put forward the engineering construction projects fuzzy comprehensive bid-evaluating methods based on the analytic hierarchy process and the fuzzy comprehensive assessment method. Detailed introduce the basic principle and main steps of AHP and FCE. Determine the index weights, by data processing of the qualitative and quantitative indexes with AHP. Then, introduce the FCE method; obtain the evaluation results based on the determined index weights. Through examples, this model is scientific and accurate in improving projects bid-evaluating.Finally, this paper put forward the ideas of developing bid-evaluating DSS, and introduces the function, the thought and target of the system design.After researching, the constructed fuzzy comprehensive bid-evaluating model in this paper is practical in engineering construction projects, and can provide beneficial references for engineering construction bid unit.
