The global warming attracts high attentions all over the world, how to reduce theemission of Carbon-dioxide becomes a global academic hot spot. The agreement of KyotoProtocol opened the prelude to a low-carbon economy, Europe takes this opportunity for anew revolution, American takes it for a strategy of economic revival, and Japan focus onthe development of low-carbon industry. As the most increment and gross emission ofcarbon-dioxide in the world, China promised actively in the Copenhagen meeting: Before2020, the emission of carbon-dioxide per GDP will drop40%-45%based on2005. There isno gainsaying that a great mass fervor which aims to save energy and reduce the emission isgrowing up.This paper firstly introduces the international and national background of thedevelopment of low-carbon economy, with the use of Granger Causality Test, we find there isa unidirectional Causality relation from per-capital GDP to emission, then estimate theeconomic inflexion point of30areas in China, draw the curve of environmental Kuznets.Based on the panel data model and multiple linear regression, we find the relationship amongeconomic level, energy consumption per GDP and total investment in fixed assets, inaccordance with each coefficient, we divide our country into four districts, give some advisesaccordingly. At last, taking example by external market of carbon trade, this paper attempts toestablish a regional market in advance, centralize the national market afterwards, regarding toconsummate the market mechanism to develop the low-carbon economy.Conclusions indicate that the rapid expansion of economy caused the great volume ofemission, however, the development of economy didn t relay on the emission completely. Wefound the economic inflexion point is51741RMB. The economic level, energy consumptionper GDP and total investment in fixed assets affect the emissions differently in different areas.This paper finally suggests to improve the energy technique, develop clean energy, improvethe quality of public to reduce the emission, develop the green GDP, initiative the enterprisesto take a positive role in the low-carbon economy.
