Human resources are an important driving factor in enterprise development and the maincontent of enterprise management. However, the application of human resources managementin our country is still at a low level, especially in some state-owned small-and-medium-sizedenterprises, the construction of human resources system and human resources utilization anddevelopment is still very backward.Xinjia Company is a state-owned SME engaged in the lease of property. The commercialproperty industry is an industry which is not mature in our country, and the important role ofits human resources cannot be overstated. This paper, through the basic situation analysis ofXinjia Company, combined with the state-owned enterprises that success in human resourcesmanagement, described the current situation of Xinjia Company, such as irrationalorganizational structure, poor channel mobility, inadequate human capital investment,insufficient delegation of authority, lack of a positive corporate culture, imperfect operationalmechanism and incentive mechanism. This paper used theoretical analysis, empirical studies,research analysis, and staff interviews and other methods to find the problems in all aspects ofhuman resources management of Xinjia Company, used human resources management theoryto analyze the causes of the problems, and then built an new human resources managementsystem for the company including corporate culture, organizational structure, jobresponsibilities, performance appraisal, staff motivation, training, development and other parts,provide ideas and methods for the improvement of enterprise competitiveness, and establisheda development mechanism of “high energy-high efficiency-high performance”.With the development of China’s market economy, economic globalization and theincreasingly fierce market competition, as an important component of the national economy,state-owned enterprises are facing new opportunities and challenges, only by constantlydeveloping innovation management methods can they develop steadily. The new humanresources management system of Xinjia Company may also provide useful reference to theChinese state-owned small-and-medium-sized enterprises.
