Nowadays, it is crucial to survival and develop during obtaining advantage onhuman resource. Therefore, the enterprises reach a consensus that continue to carryout various human resources activities to greatly enhance the core competitiveness.The essence of human resource management is the implementation of humanresource planning, effective implementation of strong resource planning to build thecompany’s human resource management architecture, effective distribution, control,optimization and adjustment of staffing enterprises of various economic indicators,and plays an essential or missing.Human resource planning is to fulfill the long-term strategic planning as well asvarious economic indicators, and to adapt to the rapid development of modernenterprise and economic and social, combined with human theoretical knowledge aswell as the appropriate tool to assess the staffing and demand. By using appropriatemeasures to encourage the majority of enterprise workers, enterprises can continue toenhance the core competitiveness and develop employee’ potential talent. TianjinNorthern Petrochemicals Terminal Co., Ltd should establish human resourceplanning adapting to the social-economic development and enterprise requirementsand ensure the realization of the company’s stage of development goals.The paper focus on the Human Resource Planning. Firstly, it describes thetheoretical basis of knowledge, and effective integration of the actual situation of theNorth Petrochemicals Company, the company’s existing Human Resources systemsanalysis and find out the major contradictions and problems; Secondly, it propose theguiding ideology, basic principles of human resource planning and developmentobjectives combining with business development of the actual and future developmentof strategic planning, anticipating and planning for the needs of corporate executivesto make a reasonable use of human resources theory and predict the supply of humanresources and staff additions and annual supplementary scheme. Lastly, the thesis,combined with the development of strategic objectives and the Human Resourcesasked the human resources planning appropriate counter-measures to take to ensurethat the planning of scientific rationality and effectiveness to ensure that humanresources planning is implemented smoothly in place to protect and enhance the development of enterprises power.
