Study On Farmers’Welfare Changes Before And After The Demonstration Small Town Construction In Tianjin

To carry out the Demonstration Small Town Construction with Changing Homestead for Housing is an important part of the Link between the Increase and Decrease of Urban and Rural Construction Land in Tianjin. In the process of Demonstration Small Town Construction, farmers change their homestead for housing in Demonstration Small Town. Farmers’ production mode and lifestyle change a lot before and after the Demonstration Small Town Construction in Tianjin. Farmers no longer live in village with backward planning and lacking public facilities, but in ecological and livable Demonstration Small Town. There is a marked change in farmers’ dwelling environment, while farmers have begun to run into the increase of living costs and lack of employment security, etc. Therefore, to study the change of farmers’ welfare before and after the Demonstration Small Town Construction will be of great importance to regard the Demonstration Small Town Construction and other related work dialectically and scientifically, to select the pilot project of Demonstration Small Town, to draw up the treatment regimen of Demonstration Small Town Construction, to enact policy and standard related to Demonstration Small Town Construction and to improve farmers’ welfare in Demonstration Small Town Construction.This paper mainly focuses on the implementation situation of Demonstration Small Town Construction in Tianjin and the questionnaire survey was carried out in Huaming Demonstration Small Town, Dongli District, Ba Litai Demonstration Small Town, Jinnan District and Zhang Jiawo Demonstration Small Town, Xiqing District. And the total number of the valid questionnaire return was122. This paper’s theoretical model is based on Amartya Sen’s Feasible Capability Approach. With borrowing ideas from worldwide scholars’s methods of Farmers’ welfare measurement, the author used fuzzy mathematics and selected5functional activities and21indicators to measure the change of farmers’ welfare before and after Demonstration Small Town Construction. The functional activities included economic situation, housing conditions, dwelling environment, subsistence allowances and psychological factors, and the indicators included agricultural income, non-agricultural income, diet spending, housing ordinary cost, housing area, type of flat, water conditions, heating conditions, housing quality, law-and-order situation, sanitary condition, medical standards, educational plant, commerce prosperity degree, traffic location, house site planning, agricultural acreage, labor market, social security, freedom, economic satisfaction. From the detail analysis of the change of farmers’ welfare we can get the following conclusions:(1) the Demonstration Small Town Construction has greatly improved the housing conditions and dwelling environment of the farmers;(2) the Demonstration Small Town Construction has reduced farmers’ feasible capacity for economic situation, subsistence allowances and psychological aspects;(3) the level of farmers’welfare has reduced after the Demonstration Small Town Construction;(4) land is an important factor affecting farmers’ welfare;(5) the age factor has influenced the conversion of Demonstration Small Town Construction to social security function and psychological function;(6) regional differences has affected the change of farmers’ welfare in Demonstration Small Town Construction. Based on the above conclusions, the author provided some system and policy recommendations for Demonstration Small Town Construction:(1) evaluate regional economic strength objectively, select the Demonstration Small Town scientifically, confirm the size of Demonstration Small Town prudently;(2) improve farmers’ welfare by improving farmers’ economic income and social security situation;(3) further improve the quality of the farmers’ resettlement in the process of Demonstration Small Town Construction;(4) consider the farmers’ land contract management right prudently;(5) attach importance to industrial development to provide more employment opportunities.
