Tianjin has accumulated valuable experience in the process of carrying out theDemonstration Small Town Construction with Changing Homestead for Housing andthe new rural pilot construction, and has broken the urban-rural dual structure. It hasactively explored effective ways to solve the urbanized lands and funds restriction.Meanwhile, it has made significant achievements in improving farmers’ living andspeeding up the urbanization process. Tianjin has successively launched5batches ofpilots, total53, involving646villages,340thousand households,1million persons.And it had planned and built54million square meters resettlement houses and publicbuildings. And accumulatively started38.54million square meters, completed21.31million square meters, invested12.66billion yuan. And Hua Ming Town of Tianjinwas chosen to the best exhibition field in Shanghai Expo2010. But the financebalance is an important problem that the Demonstration Small Town Construction hasto face. The early days fund is from the bank loan and the government finance. Later,it recycled financing by the sale of the land and the development of secondary andternary industry, and build the industrial parks.This article starts from the construction mode and the present development of theDemonstration Small Town Construction in Tianjin, and states the problem of thefinance balance. At the same time, it provides references to discuss this problem bycomparing the construction and development of other small towns in China and theexperience in developed countries.
