At this stage, the majority of research unit in our country focused on projectschedule management, not risk management. The uncertainty analysis of key elementswhich could result in risk (such as market demand, key technologies, design project,development process, schedule, cost, quality, etc.) was not deep enough. Thenecessary precautions were not taken. The risk was lack of awareness of the project. Itleads to the development progress of research projects delayed, not meeting thetechnical performance of the contract, or research cost far more than the budget. Itcaused a great deal of potential risks. Once risk became reality, its efforts to controlwere limited. It would result in manpower, material and financial resourcesirreparable loss.Through the understanding and analysis of research project’s characteristics, thispaper introduces risk management tools, methods. Combined with evaluation ofresearch projects risk management, the risk evaluation index system of a majorscientific instrument development project management was established. Using thissystem, the risk management of MOCVD equipment project of Institute ofSemiconductors was analyzed. It developed strategies to deal with these risks.Through the study of this topic, it will play a certain significance in the future majorscientific instrument development project implementation and management. Firstpast work analyses the role of project management in research. Research has thecharacteristics of non-linear stage, the reverse asymmetry of knowledge, boundedrationality program, operational risk and soft tools. Merits of project management candetermine the successful completion of research tasks, research projects acceptance,and continuity of research projects, scientific research industry and other issues. Itwould play an increasingly important role in modern scientific research. Second, thepaper gave a preliminary selection of risk evaluation index in research projectmanagement, according to the choice principles. And it is validated by means ofquestionnaire survey. The returned questionnaires pass the reliability and validityanalysis. It was concluded that the questionnaire surveys was acceptable. The returnedacceptable questionnaires were factor analyzed. The paper tried to explain thepractical implications of public factors after rotation. The risk evaluation index systemof major scientific instrument development project management was established.Finally, based on the risk evaluation index system of major scientific instrumentdevelopment project management, and combined with the characteristics of MOCVD equipment project of Institute of Semiconductors, the project management risk wasanalyzed. The strategies to deal with these risks were also given.Through the study of this topic, it will play a certain significance in the futuremajor scientific instrument development project implementation and management.
