The Research Of Development Countermeasures Of Agricultural Policy Insurance In Jilin Province

Agriculture is China’s basic industries, and frequent natural disasters seriously affect the development of agriculture. At present, the insurance of agricultural policy has become an important component of China’s agricultural support system, and the indirect agricultural protection policies under the WTO framework. Countries also fully recognize the important role of the agricultural policy of insurance, since March2004, around the country to carry out the experimental work of the agricultural policy of insurance, insurance of agricultural policy has been strong support. Jilin Province is a major agricultural province in China, but also many kinds of natural disasters, one of the provinces of the frequent occurrence of natural disasters, which caused great losses to the agricultural development of Jilin Province, so the urgent need to establish an effective response to natural disasters, the development operating mechanism and mode of development of the agricultural policy of insurance.In this paper, the econometric model analysis method to prove the economic significance of the agricultural policy of insurance, and its agriculture efficiency and direct subsidies, indicating the need for the development of agricultural policy insurance. And the combination of Jilin Province, the reality of the problems of Jilin Agricultural Policy insurance, the main problem is the lack of a system of agricultural policy insurance. Constantly improve the system of agricultural policy of insurance in Jilin Province, was established by the government funded the establishment of specialized agricultural insurance company, is the solution to the slow development of Jilin Province Agricultural Policy.This paper focuses on how to create a development model of the Jilin Provincial Agricultural Development of the agricultural policy of insurance to expand the discussion by drawing on the practice and experience of the insurance of domestic and international agricultural policy, the proposed mode of development of the agricultural policy of insurance for Jilin Province. The development of countermeasures for the problems in the development of Jilin Agricultural Policy insurance, the government funded the establishment of specialized agricultural policies of insurance companies, the establishment of reinsurance companies to diversify the risk of agricultural insurance business, the introduction of the law on agricultural insurance regulations.
