Innovative Study On The Rural Social Security Payment Model

Our country has explored the rural endowment insurance system for20years.Today,when we vigorously promote the Rural Social Insurance(NRSI),with the rapid development of aging,we have got a further understanding in rural endowment.From September,2009,the pilot of NRSI of china has been started on.In these two years,we have got experience,but also lack of practice yet.Particularly the insured peasants still have some obstacles in enjoying the actual treatment of rural social insurance.This paper takes Yushu City of Jilin Province as an examole,states the current situation of rural social insurance payment methods,and searches the innovation of payment methods. At present,most of the payment methods of rural endowment insurance fund are that the insured,who reached to the retirement age,go to the nearby financial nets branch appointed by the township and even city level per-month.Because of taking the country-level plan as a whole in most places,the payment method of New Rural Cooperative Medical Scheme (NRCMS) is that the medical charges,above the line up to pay and approved to apply for reimbursement, mostly need to go to the country NRCMS management office to apply for the reimbursement and be payed on the spot. This kind of payment method has an actual difficulty for the insured peasants in enjoying the treatment of NRCMS,which is reported during the survey.Therefore this paper studies the innovation of the payment methods of the rural social insurance by the gist of the way how to use the modern payment system, how to set up the cooperation among the each rural social insurance agencies, help make the policies actually benefiting the Public, let the peasants enjoy the benefits timely and conveniently. Hope to contribute to make each policy practicable and every insured peasants successfully enjoy the treatment.
