Theytake the high degree of the development of the service industry as the major measure andthe importance of work for the whole provincial economy to expand employment, tooptimize industrial structure, to improve the economic benefits and to promote thecomprehensive and coordinated development of the whole society. It has made theobvious effect. On the contrary, with the development of economic globalization, manyfactors restricting services further development have been highlightedIn order to adapt to the economic and social development in Shandong, theprovincial party committee and provincial government put forward spanningdevelopment strategy for the service industry during the twelfth five-year plan period,and pointed out the need to take further effective measures to speed up the provincialdevelopment in service industry,to improve the understanding of the importance ofdeveloping the service industry.Since reform and opening up in1978, with the depth of the marketization, shandongprovince has made great development in the service industry. The added value had alsobeen gradually enlarged. In the21st century, as the service industry stepped into acomprehensive development period, a series of social problems had emerged, such as theproblem of employment to university students. Service industry has become a newimportant mode of economic growth. It is the new task for us to study for how to achievethe important effects in service industry by speeding up the development of it, such as toincrease employment rate, to adjust the industrial structure, to improve the people’s livingstandard and so on.This article is a research mainly about the development of service industry inShandong Province. According to the condition of Shandong Province, located in thecoastal zones, developed economy in the east peninsula and inland less developed areasin inland, the article analyzed and study the present development state and the problems, and some strategies and measures to speed up the development of the service industry inShandong. It provides theory and basis for realizing the spanning-style development forthe service industry during the Twelve five-year plan period.First, the first section provides a brief analysis of the ideas and theories on serviceindustry during the process of the sinicization of Marxism. It analyzes the effectiveness and present status of the development of serviceindustry and the factors restricting the service industry further development in Shandongby the comparisons on the development of the service industry in different areas withinShandong and with other provincesOnce more, according to the analysis of the present development status of theservice industry, it analyzes the ideas and the importance of the strategy related toaccelerate the development of service industry in Shandong. The main contents of theanalysis conclude productive service industry, life service industry and rural areas serviceindustry and some trades highlighted in service industry. Thereby, it clearly pointed outthe important content for developing service industry and provides the basis on speedingup the key trades of the service industry in Shandong.Finally, according to the analysis the present development status and restrictionfactors, combined with the ideas and principles for speeding up the development ofservice industry in Shandong, it studied the measures for seeding up the development ofservice industry in Shandong through ideological emancipation, the carrier construction,expanding the environment, enlarging the scale and brand construction, etc.Shandong’s development has entered the economic take-off stage.
