The flower industry is known as the “burgeoning industry” of the new century,featuring high interests, high risk and high invest. It is a kind of green industry whichcombines the economic benefit, the social benefit and the ecological benefit. And theextent of its development has become one of the important measurements of the levelof economic development in our country and region and the level of the civilization.The flower industry has been growing at an unprecedented speed in these years sinceit has become an independent industry. The statistics of WTO has shown that theannual sales of the world’s flower market has increased at the rate of10%-13%inrecent years and Asia, America, Europe has become the three major areas of themanufacture and consumption of the world’s flower. The flower industry developmentis of great significance. It is can not only beautify the living environment of thepeople, improve the level of spiritual life of the people, but also can conduce to theindustrial restructuring of agriculture and promote the development of the relevantindustries. With the increasing of our national economy and the improving of people’sliving standard, the flower industry has played a more and more important role in thesocial-economic life and cultural life of the people. As a very dynamic industry, thecompetition in the flower market has been fiercer for all the flower manufacturing andexporting countries are very actively in exploring their international market. Theyspear no efforts to optimize the structure of the development of their flower industry,and to optimize the natural resources, human resources and the technologic structurebased on the principle of gaining the maximum of interests and profits.Shandong Province has the advantages of germplasm resources, climate resources,labor resources and culture resources in flower industry. The flower industry inShandong Province has taken shape and became one of the indispensable industries ofthe local economy. As a result, a new structure of the flower industry has graduallybeen formed in our province with a highlighted focus, a regional distribution andsome leading enterprises. There are some flower production bases with regionalcharacteristics like peony from Heze, Chinese rose from Laizhou, rose from Pingyin,cyclamen from Qingzhou, honeysuckle from Pingyin, azalea from Weifang, and lotusfrom Jining etc. Also, there are some garden and flower shrub production bases in Heze, Yantai, Linyi, Taian, and Weifang, and some ornamental nursery stickproduction bases in Jinan, Weifang, Jining, and Taian etc.However, there is still quite a large gap between Shandong Province and someprovinces which advanced in the flower industry, for instant Guangdong, Zhejiang,Jiangsu, Yunnan. These can all attribute to that the flower industry in ShandongProvince has a shorter developing history, a lower productive level and a morebackward productive mode. Therefore, the flower production in Shandong has a poorcompetitiveness. So, the need is urgent that much attention should be paid to theresearch of the flower industry in our province so that we can have a good knowledgeof the features and trends of the development of the flower industry and have a correctunderstanding of the current situation and problems of it. By this way, we can takesome targeted strategic measures to improve the competitiveness of the flowerproducts, and try our best to build the status of Shandong Province in the field offlower industry.By applying the theories of Economics comprehensively, in the first section of thispaper, we will take the methods of combining the macroscopic analysis and microanalysis, empirical analysis and normative analysis, quantitative analysis andqualitative analysis to analyze the process, the status quo, and the developmental stateof the industrial clusters in the flower industry of Shandong Province in order to wecan learn the real situation of the flower industry in Shandong. Then in the secondsection, we will make a deep analysis of the status quo of the flower industry inShandong by applying SWOT, and we will discuss the advantages, disadvantages,opportunities, and challenges of it. In the third and forth sections, we have collectedsome relevant statistics of the flower industry in Shandong Province in2010. Andfrom them, we will select about20indicators to have a comparative study of thedomestic competitiveness of the flower industry in Shandong, and to identify thefactors which restricting the level of competitiveness of the flower industry inShandong. In the fifth section, we will have a prediction about the prospective of theflower industry in Shandong according to the analysis of environmental changes athome and abroad, and the investigation of the consumption of Shandong Province.The conclusion is that the development of the flower industry in Shandong Province has a promising prospect and a great significance. The last section is aiming at theproblems existing in the development of the flower industry in Shandong, and in viewof these problems, some following strategic measures should be taken: strengtheninggovernment function, giving full play to the government’s guiding and supporting role;implementing the strategy of boosting the flower industry by relying on science andtechnology, improving the competitiveness of the flower industry; taking great effortsto develop the local characteristics of flower industry, and promoting the formation ofthe regional characteristic brand, etc.
