The Research On Improving Foreign Trade Structure In Heilongjiang Province

With the accelerated economic globalization in the twenty-first century, the international division of labor and the optimal allocation of global resources become the trend. All countries have been involved into the global competition. Foreign trade has a direct impact on a country or region’s international competitiveness. Foreign trade development depends on the good foreign trade structure, so reasonable foreign trade structure will contribute directly to the level of specialization of a country or region so that the international product competitiveness of a country or region will be enhanced. Therefore, the structure must get attention. The adjustment and optimization of foreign trade structure can ensure that a country or region will develop an open economy of international development, and green economy will be developed.Based on the adjustment and optimization since1978, the foreign trade structure of Heilongjiang had rapidly developed foreign trade commodity structure, trade pattern structure and foreign market structure. However, many problems still exist. For example, the foreign trade structure has not been optimized properly. So it is necessary to analyze its dynamic change to find the problems and restraining factors. This paper defines the foreign trade structure and states the relationship of its different parts and intrinsic mechanism. Meanwhile, combing related economic theories, the paper analyzes the current situation of Heilongjiang foreign trade development, including the situation of trade development, the status development of foreign trade development, foreign trade commodity structure, trade pattern structure and foreign market structure. Then models are built by the way of Fuzzy Comprehensive Evaluation. The advantages and disadvantages of Heilongjiang’s foreign structure are explained on five parts referred above, adding the analysis of the specifications. The result shows that although there is great enhancement of every sides of foreign trade structure with great potential and space, the controlling of foreign trade, layout and benefits still have problems. So service trade, technical trade, diversifications of the export market, the foreign capital enterprise import and export proportion and import technical benefit ratio need adjustment and optimization. At the same time, import technical benefit ratio, energy consumption and waste emissions need improving. Then the paper puts forwards adjustment path and development trend to future foreign trade structure and raises the concrete measures to optimize the foreign trade structure in Heilongjiang province.
