The Research Into The Strategies To Promote The Competition Of Grain Processing Industry In Henan Province

During the period of the Eleventh Five-year Plan, grain processing industry has beensustained and stable development in Henan Province. Ensuring national grain security, toguide and promote actively the strategic adjustment of the agricultural structure, to promoteagricultural efficiency and rural incomes, and improve the level of agriculturalindustrialization, which has played an increasingly important role. To implement the road ofthe coordinated development, which about to "not at the expense of agriculture and food,ecology and environmental science", and the strategic policy to "around the agricultureindustry, and promote good industrial agriculture" from Henan provincial government, whichbasically changed the single business model of the "selling raw grain", is effectivelypromoting the business efficiency and rural incomes and speeding up local economicdevelopment. But the competitiveness of grain processing industries in Henan province,which is not strong capacity for the grain processing enterprises, the high grain yield and didnot bring high returns. The reasons are: the lack of scientific and reasonable industrial layoutplanning, serious overlapping, and primary processed products still dominated. Technologicalinnovation capability is weak, low level of industrial organization, auctions of grain isdifficult which plagued grain processing enterprises. Other serious constraints thesustainability of development of grain processing industry in Henan Province, such as the lackof high-level positioning and careful market planning, brand characteristics are not prominentand so on.This paper summarizes the results of previous studies, for the overall operation of thegrain processing industry in Henan Province, which is based on the basic theory ofcomparative advantage to industry, industry competitive advantage theory, stage theory ofeconomic development and the theory of related industrial chain. By constructing amathematical model of the factor analysis, for the first time, we has carried on the empiricalanalysis of the grain processing industry competition in13major grain producing areas and3grain sales areas. And made a systematic analysis of competition to the development of thegrain processing industry in Henan Province, for example, status, advantage, comprehensivecompetitiveness factors and the impact of potential competition in the market system, andvalue its horizontal comparison. Then, to propose grain planting structure adjustment, toincrease grain production bases, strengthen the leading enterprise scale, and actively developorder acquisition, development of the quality of processed grain and grain safety standardsand improve its assurance system, the implementation of grain processed products marketingstrategy, increasing government regulation and other grain processing base in Henan Provinceto enhance the comprehensive competitiveness. Relying on these measures in favor of grainresources in Henan Province, the county played the role of the main channel of grainprocessing, producing bigger and stronger grain processing industry, to enhance all-roundcomprehensive competitiveness of the grain processing industry in Henan Province, toaccelerate grain production in Henan Province by the large Province to province in grainprocessing province of changes, to the Central Plains Zone to foster new economic growthpoint.
