Research On The Safe Production Liability Insurance

The safe production liability insurance is an economic policy to solve the problems of safety in production through modern insurance system. Due to the time of entering industrial society earlier and the better established insurance market, developed countries have established a relatively perfect safe production liability guarantee system. At present, China is right at a terribly overwhelming period of safety production accidents. These accidents are not only seriously harmful to production and life, but also seriously hinder the harmonious development of society. But China’s current safe production system can’t solve these problems perfectly. So we must develop the safe production liability insurance urgently. Thesis attempts to make deep and systematic research on the safe production liability insurance by the combination of qualitative analysis and quantitative research, regulate research and empirical research as well as the microeconomics, safety economics and insurance economics.Firstly, thesis makes an introduction on the object of study—the safe production liability insurance. Thesis clears definition of safe production liability insurance by the combination of research literatures and insurance practice, and analyzes features of the safe production liability insurance from nature, principle of imputation and regulatory body.Secondly, thesis has an economic analysis on supply and demand of the safe production liability insurance through the theories of economics. The analysis result is the safe production liability insurance has problems of short supply and short demand.After that, thesis makes a research on the model selection of the safe production liability insurance in order to promote the development of the safe production liability insurance and solve the problem of insufficient of supply and demand.The suggestions for the model selection of Chinese safe production liability insurance:it is an commercialization under policy support in nature; compulsory model implementation; using "private government" in operating body. At last, thesis makes a research on the pricing of the safe production liability insurance.The studies on the coal mining industry have shown that we can have a breakthrough on the technical obstacles of pricing on the safe production liability insurance with the full data and reasonable methods.
