However, due to highway construction in China started late, in the country is entirely a new thing, there are many problems in the rapid development of highway management. Such as:in order to maximize profits, reduce road and bridge maintenance funds, the disease treatment is not timely, not up to standard project management of large and medium-sized repair facilities, resulting in the instability of the embankment slope, protection works collapsed, on the road surface trenches, cracks, rutting, diseases as package, etc.; the smooth flow of mechanism is not perfect, and no effective emergency protection program, resulting in the event of an emergency, rescue is not timely, the slow vehicle guidance, resulting in road congestion; part of the highway internal management is confusion, decision-making mechanism is not perfect, raising funds, the chaos investment phenomenon occurred, killing shareholders or state interests in losses; internal control system is imperfect, the management level is low, not high work efficiency, poor policy implementation, highway service level has always been difficult to improve; staff management is not uniform, the types of work settings is unfair, the identity of the coexistence of a variety of workers compensation design unreasonable, the lack of incentives, lack of employee career planning, employee enthusiasm, widespread phenomenon of unequal wages, bring instability to the corporate harmony. Because of these problems, highway enterprise and its social responsibility should there is a serious deviation, therefore, to strengthen the highway of corporate social responsibility research to improve the highway’s corporate social responsibility is of great significance, but also imperative.Firstly, the theoretical development of social responsibility, and gradually establish a clear understanding of social responsibility, and then define the concept of social responsibility, combined with the analysis, summed up the development status in China enterprises in the community to fulfill the social responsibility, identify the existing problems and shortcomings. Conducted in-depth analysis of the reasons for these problems, the significance and necessity of building highway corporate social responsibility index evaluation system. Starting from the point of view to solve the highway business problems, a study for the highway of corporate social responsibility, stakeholder theory as a basis to discuss corporate social responsibility of the highway has the characteristics and the content.
