Calculation And Promotion Research Of Social Beneift Of Highway

The construction of the expressway in our country has experienced rapid developmentstage since1998,and the highway total mileage and road surface quality have been greatlyincreased.The large-scale construction of expressway can not only improve thetransportation system of our country modernization, but also improve the healthy and fastdevelopment of the national economy.Meanwhile,as the scale and network of highwaycontinues to strengthen, it brings not only significant economic benefits, and social benefitsare also increasingly prominent.However,our country pays more attention to measureeconomic benefits brought by highway, ignoring the study of its social benefit.Because thesocial benefit indexes are difficult to quantify,we even consider social factors, moreresearch is qualitative analysis, and lack of quantitative research.Social benefit evaluation of highway construction project started late,so we is lack of a setof science, system of social benefit evaluation index system and quantitative model.Thus,firstly,through analysis and summary of the existing literature and researchresults,based on the theory of sustainable development, post evaluation theory, public goodstheory,according to the construction principles of index system of social benefits,I selected19single indexes from the social development, economic development, resourcesdevelopment, traffic environment, foreign exchange, political stability, natural environmentto construct the evaluation index system of the highway social benefit. Secondly,throughin-depth analysis of the system dynamics method, analytic hierarchy process, fuzzycomprehensive evaluation method, the grey system theory and so on,I eventually chooseAHP method and multi-level fuzzy comprehensive evaluation method as the calculationmodel of the study.I use the AHP to determine the weight of each index,and use multi-levelfuzzy comprehensive evaluation method to determine the membership matrix.Thirdly,Jinbin highway is a example to conduct the empirical study.Combining the basic situationof the project, using the evaluation index system of highway social benefit and calculationmodel constructed,I calculate social benefit of Jinbin highway.From the result, we can seethat Jinbin highway has good social effects in the process of construction and operation,especially the impact on the economic and social development of influence area.Theeconomic and social development each accounted for33.7%. This not only clears socialbenefits brought by Jinbin highway, but also provides a case for social benefit evaluation ofother projects.Finally,the research on how to improve the social benefit of freeway issuggested.
