The safe, convenient and confortable highway net promotes the social economic development. The constructions of highway and highway net will largely and deeply affect the every aspect of the community including the eonomic, polity, culture, education and the environment. With the invest accretion for the highway construction project, how to make the best invest decision to relize the optimization collocate of the social resource is an emergent and vital challenge for our country which is an developing country with a vast territory, a large population and fewer resource. Thus, it is very important and urgent to evaluate the project, estimate the input and output of the project in the macro community developing perspective, and build a systemical and reliable social benefit evaluation system.According to the relevant criterias and documents from the ministry of communication and the evaluation principles and methods from the relevant matrials, this paper discusses the concept, principle and meaning of the highway construction social benefit evaluation, and the differents between highway social benefit evaluation and the roadnet social benefit evaluation. The paper also creats the evaluation indexes system. In allusion to circumstance of every index, this paper detailedly analysised it. Then, the paper summarizes the evaluation methods and discusses the input-output model and fuzzy colligation evaluation method deeply. At last, the writer makes a small evaluation software using the VC++ and MATLAB. This paper supplys the theory and methods for the social benefit evaluation and establishs a base for the highway construction social benefit evaluation system in our country.
