In today’s society, drastic market competition and the tendency of internationalization propel the enterprises to make further breakthrough and innovation in their internal management organisms to constantly improve their internal management structures so as to adapt themselves to the changing internal and external environment. Facing the benefit re-distribution and the rebuild of organizations, process and culture caused by organizational reforms, human resource management, as an important management means, will play a very important role.With the further development of China’s power market reforms,’plant net separation and bid for power net’ has been carried out vigorously in the power system, therefore, the power enterprises are encountered with rigorous competitions. As a traditional basic industry, power enterprises must make necessary organizational structure transformations and human resource management improvement and innovations in order to survive and develop in the competitions. The success or failure of the organizational structure transformations largely depends on the transformation concept and the scheme of the enterprises, however, the key of the ultimate success lies in the distribution of benefit and the transformation of concept in the organizations. Consequently, in the transformation management, human resource manager should serve as strategic decision maker and counselor, a leader of the corporate culture, an initiator in the transformation reforms, an executor of transformation management, an expert of interpersonal relations and a distinguished psychologist so as to develop the human resource into an ever-lasting resource for the enterprises to ensure the success of the organizational reforms.In this paper, the theoretical analysis and the case study research method of combining the electric power enterprise organizational structure transformation problems. Through a number of related theory research, for enterprise’s organizational structure transformation looking for theoretical basis. In the comprehensive use of field research and questionnaire investigation method based on the research of XX power company that the original organizational structure already cannot satisfy enterprise further development requirement, must be thoroughly change. In the enterprise organizational structure to after the design, it will be put into practice, causes the enterprise to set up new organizational structure, and adapt to the requirements of the development of the company. Throughout home and abroad, there is a few research about enterprise organizational structure transformation, but for the state-owned enterprise, especially about the electric power enterprise organizational structure transformation research is rare. Thus, in this paper, the results of the study of state-owned enterprise general applicability, especially for the traditional large state-owned power enterprise is more strong targeted.lt can be used as a reference to structural transformation of business organization.
