| With the accelerating process of economic globalization, technological innovation capability is becoming a key factor for competitiveness of a country. From the angle of the national development strategy, President Hu presented strategic objectives to establish the status of innovative subjects in the General Assembly of the National Science and Technology on January9,2006. He pointed out that we must enable enterprises truly become the main body of research, development investment,technological innovation activities and the innovative application of the results.The construction of the technological innovation system is a comprehensive systems engineering. Strong support of technological innovation from the external environment is urgently required. Government occupies the dominant position which enterprises, research institutes, universities and intermediary service agencies can not be replaced in the system of the construction of the technological innovation. Macro-policy of the government is an effective approach of promoting technical innovation. By the government fiscal policy, government procurement, information services, research cooperation, the development of human resources, legal regulations and other policy instruments and related activities rules, government provides services to the effective operation to the innovation system, coordination of technical innovation related activities, to create a favorable environment for innovation. Now Jinan has entered the historical stage that must rely more on innovation-driven economic and social development. Through public policy to guide and help enterprise technical innovation system, improve the capability of independent innovation is the important tasks of Jinan Government.In recent years, Jinan has made some achievements in the system of enterprise technological innovation.The ever increasing innovative resources, the ever stronger innovative capability, ever improvement of the innovative strategies, and the ever majorized innovative conditions. But there are still the weak awareness such as enterprises’ technological innovation, corporate R&D investment and research expenditure imbalance, inadequate exchanges and cooperation between the unreasonable, all kinds of innovative subjects and other issues, as well as financial investment, personnel system, policies, laws and regulations, etc.Innovation and environmental aspects should be completed as well.The thesis is based on the current situation and the analysis of issues researches, optimizing the public policies within the construction of technological innovation system in Jinan in the following ways:strength the main subject of the innovation, improve the produce-study-research system, build and improve the cooperation of financing and investment system, effectively distribute to the construction of human resource, and improve the function of government services. |
