Innovation is the spirit of progress in a country and a region,and it is a strong driving force for national prosperity.At present,it is nurturing and developing a new round of scientific and technological revolutions and industrial reforms.In 2015,Jinan proposed to make full use of innovative resources such as colleges and universities and scientific and technological talents to speed up scientific and technological R&D and transfer of achievements,promote the proportion of high-tech industries and the entire society's R&D investment,etc.The scientific and technological achievements,policies,and important sources of high-tech industries create regional centers for scientific and technological innovation.This paper integrates the theory of regional science and technology innovation centers of many international and domestic scholars,and analyzes the experience and practices of the construction of innovation systems and regional science and technology innovation centers for major cities in China.The status of Jinan City's regional science and technology innovation center was objectively combed and analyzed,and the reasons for the problems in the process of constructing a regional science and technology innovation center in Jinan were analyzed from four aspects.Combining the development status of science and innovation in Jinan City,in order to better analyze the development prospect of Jinan Science and Innovation Center construction,use the SWOT analysis method to sort out the favorable situation,unfavorable situation,development opportunities and threats in the construction of regional science and technology innovation center in Jinan.Wait.Then,through the analysis of the measures taken by the governments of major cities in the United States,Europe,Beijing and Shanghai in the construction of regional science and technology innovation centers,they provided good experience for local governments to establish regional science and technology innovation centers.Finally,the article proposes targeted solutions from the four aspects of scientific and technological innovation institutional mechanisms,scientific and technological innovation carrier platforms,scientific and technological innovation main ecological and scientific and technological innovation talents,and realizes the coordinated development of enterprises,governments,scientific research institutions,markets,and intermediaries.Enhance regional comprehensive innovation capabilities and international competitiveness,make Jinan become Shandong's regional innovation center,and comprehensively enhance the pace of scientific development.
