With the continuous evolution and development of modern enterprise management, performance management has gradually become an effective tool to promote its management levels and achievements for many outstanding companies. Based on the effective performance management, the corporate strategy can be subdivided and transported from the corporation high level personnel to every employee to have a deep understanding on the relationship between its job and corporate strategy. At the end of every performance year, each positional job can be evaluated and examined in some specified method of erection. Then, the employees can be motivated and the value of both company and employee will be promoted with the organic combination of evaluation result and salary system. The core idea of the paper is to integrate the corporate strategy in positional job behavior to compensate the deficiency of current performance management in China Mobile Co., Ltd. Hunan branch.Based on the theories of strategic management, human resource management and performance management, this paper gives an idea of constructing and implementing method to improve the strategic-oriented performance management system by investigating and analyzing the performance management of Hunan branch. Through deeply analyzing the organization, personnel, human resource, the current state of performance management, the existing problems and the practical demand of enterprise strategy to performance management, and improving the method of performance evaluation and index weight determination, the strategy goal-oriented key performance indicators system have been designed and used to establish the basic process and method to evaluate the enterprise strategy, department management and personnel performance. In setting the performance objective, the objective management, balanced score card and key performance indicators are combined to bind the employees, department operation and organizational strategy through scheduling the organizational strategy into organization-department-personnel. Also the significance of performance plans and personnel development plans are stressed. Simultaneously, the key factors are given to make the strategy-oriented performance management success.This paper improves the personnel performance management system on actual operation, and provides a strong support to sustainable and rapid development of Hunan branch, by the improvement research of strategy-oriented performance management system in Hunan Mobile Communication Corporation.
