How to creates and keeps continuously good performance is the most realistic and important task for a modern enterprise to face. Performance management is taken to obtain benefit as an effective method regularly, and is the key factor of the human resources management. To establish and perfect a performance management system is related with the employee's improvement and development of the enterprise.At first, the writer analyzes the problems found in Hunan branch of China Network Communications Group Corporation ( CNC Hunan branch ) , and then puts forward an optimization design plan of the performance evaluation system. On the base of the basic theory of the Key Performance Indicators system ( KPI ), the writer studies the theory and practice of the performance evaluation system used for three levels including enterprise operators, department managers and employee.On the base of the research and analysis for CNC hunan branch, the writer finds the main problems of the performance evaluation are as following: understanding on performance management is insufficient, there is lack of reasonable performance indicators and standardized evaluation process, performance evaluation result is not used systematically and inspire employee limitedly. Employee cannot understand and accept the performance management thoroughly because of lack of necessary training for the performance management. And performance communication is ignored.The new performance evaluation system is designed on the principle of company development strategy. Taking KPI as the core, the company shall perfect performance evaluation system, strengthen the communication and feedback during the evaluation process. Analyzing the original indicators, the writer brings forward design procedures and methods for the KPI system of the three levels. Thus, the relationship between the performance indicators of three levels and the company development strategy, target and value can be established clearly, the company target can be dissembled level by level, transmitted and carried out to ensure the complete performance of the company development strategy to be realized. On this base, the company will design the performance evaluation system of CNC hunan branch. And the evaluation result of the new system will be used as the conditions for performance salary, bonus assignment and excellent employee appraisal.In order to ensure the new evaluation system to carry out successfully, CNC hunan branch should implement corresponding salary system, rewards and punishment system, and employee training and development system. At the same time, the company shall begin scientific post analysis to support the implementation of performance evaluation, strengthen performance guidance and communication to help employee to improve performance, use the results of performance evaluation to inspire employee to create more value for company, and establish enterprise performance culture.
