The Agricultural Development Bank of China is the only agricultural policy bank in our country to "serve the agriculture rural areas and farmers" as own duty, to build first-class modern agricultural policy bank as the goal. With the construction of a new socialist countryside and the rural financial system to comprehensively promote the deepening of the Agricultural Development Bank of China itself continues to develop, how to improve the existing performance management system,making it compatible with the development, has become the urgent need to address the human resources department one major issue. Performance management as an important part of modern human resource management is to be objective and impartial evaluation of all levels of agencies, departments and staff performance, and to be applied in different performance results, in order to promote the continuous improvement of performance levels, so as to enhance the core competitiveness, achieve the overall strategic objectives.The Agricultural Development Bank of China A branch is currently implementing focused on financial indicators of performance management system, there is no concept popularization, simple using method, measures are not in place, the system organization questionnaires statistics that employee satisfaction is not high, so on the basis of theory summary and review of performance management, combined with the actual the introduction of the Balanced Score Card (BSC),adapt to the improved design of a A branch of the development of strategic performance management system, from the financial, customer, internal processes, learning and growth in four dimensions of the strategic objectives, key indicators and performance planning, performance guidance will establish communication and feedback throughout always, effective evaluation and reasonable application of the evaluation results, to the whole process management of process performance, at the same time, to protect the system from the aspects of enterprise culture, organization, also made the expected effect evaluation of the new performance management system.The Agricultural Development Bank of China in an important period of reform and development, is making efforts to promote the transformation of the development mode and management mode, so building strategic-oriented performance management system based on the Balanced Scorecard, set key index database, to the Agricultural Development Bank of China to strengthen the internal management has a certain reference significance.
