The Research On Evaluation Index System Of Resource-Saving Society

With the establish of comprehensive reform experimental area, the scholars of bothdomestic and foreign doing more and more research on the resource-saving andenvironmental-friendly society, especially how to do some comprehensive evaluation throughthe construction of social evaluation index system is now the focus of the study. This articleattempts to analyses the connotation and features of constructing resource-saving evaluationindex system, accurately reflect and evaluate the economical use of resources and theeffective degree, identify and diagnose of the social construction in the process of resourceconsumption and environmental pollution factors and its restriction which is based on thetheory of circular economy and the comprehensive evaluation index system.The article chooses20indicators according to the three respects of the consumption ofresources, the utilization of resources and resource potential to build a resource-saving societycomprehensive evaluation index system. It can descript the condition of the building onresource-saving society of China’s30provinces (except Tibet); in a comprehensiveevaluation, firstly, to value3first indexes using the method of the subjective weightingmethod--expert investigation method, and then value20second indexes using the method ofthe objective weighting method--variation coefficient method, came to the conclusion ofdifferent regions of the comprehensive scoring and ranking, and compare the differentregional effects of factors, the comprehensive application of objective and subjectiveweighting method and comparative analysis in the index system not only has the scientificbasis but also considering the practical significance.According to the results of the study, we can find that every area of our country resourceconserving degree increase year by year, and the eastern region of the resource saving islarger than the mid area, mid area is larger than the western area, which is perform regionaldifference characteristics. This article according to the data of the index system in differentregions of China do K-means clustering analysis, and compare the comprehensive ranking ofthe construction of resource-saving society to do some research of two kinds of method toevaluate the effectiveness of degree. The results showed that they have good consistency. Atlast, according to the problems which are found in the research，we identified some policyrecommendations on construction of resource-saving society in our country. And target to putup some implementation suggestions based on the degree of the construction ofresource-saving society.
