Research On The Evaluation Index System For Construction Of Two-oriented Society

The shortage of natural resources and the pollutions of environment have become more and more serious, which have been the focus of attention all over the world. Many scholars from domestic and overseas studied the theory of resource saving and environment protection from different respects. To solve this issue, State Development and Reform Commission has taken the building of resource conserving and environment friendly (that is, two-oriented for short) society as a strategic mission of our country for a long time since2005in the fifth session of the sixteenth central committee of the CPC, and established the Wuhan city circle and the Changsha-Zhuzhou-Xiangtan city group as the two-oriented society construction pilot zone for overall reform. At the same time, more and more theory and empirical research about two-oriented society has been made, aiming to provide reference to the wide building of two-oriented society in practical.Focus on the research of evaluation index in the construction of two-oriented society, we firstly describe the connotation of two-oriented society and its impact factor, which has enriched the theoretical fundamentals of two-oriented society.Secondly, based on the currently fact of our country in building the two-oriented society, combining comprehensive study of all aspect of economy, technology, resources, environment and society, we take24indicators to build a relatively complete set of index system which covers five aspects, that is, economy development, technology advancement, resource saving, environment friendly and society harmonious. Besides this, referring to the standards in domestic and aboard, also combining the method of trend extrapolation, this thesis defines the target of each indicator in the index system.After collecting the index data of China’s30provinces and municipalities from2006to2010, we first use threshold method to get the data standardized, then calculate the evaluation index weights by entropy method, then use improved TOPSIS model for each province’s two-oriented society construction to analysis, and finally China’s30provinces and municipalities are ranked in three levels:The municipalities directly under the central government and the coastal regions in east China are in the top level; the areas in northeast and central China are in the middle position; while the northwestern and southwestern China are the worst areas. On this basis, the empirical analysis the conclusion with the area combined with the specific situation, in-depth analysis of evaluated object construction of two-oriented society presents the reasons for the differences.Lastly, based on the problems of evaluation results reflected by the index system, we put forwart the corresponding countermeasures to further promote the healthy development of two-oriented society in China, from the respective of economic measures, technological innovation, constructing two-oriented society culture and perfecting the low and regulations, etc.
