Construction And Empirical Research On The Evaluation Index System Of Low Carbon Economy

The issue of global warming caused by greenhouse gases emission arouses considerable attention of international community. The development of low carbon economy becomes an inevitable choice for human being under the background of climate change.Although the principle of low carbon economy is well accepted, the in-depth study of accurate and scientific comprehensive evaluation of it is absent. Therefore, this thesis has profound meaning both in identification of concept of low carbon economy and in constructing the evaluation index system. At the same time, it can effectively promote the development of low carbon economy in our country.From the angle of the development of low carbon economy, the thesis evaluates the dynamic change of low carbon economic development level of our country in the past five years and the situation of low carbon economic development level of provinces innovatively. First of all, through the summary of the theories on low carbon economy at domestic and abroad, the thesis depicts the concept and connotation of low carbon economy, which is preparing for the construction of the evaluation index system. Secondly, an evaluation index system of low carbon economy is constructed according to the principles of science, systemic, operability as well as comparability. Based on that, the index selection mainly considers four aspects, resource utilization, environmental protection, economic development and residents living. Furthermore, the research of statistical evaluating method on low carbon economy is done. Then according to the characteristics of the constructing evaluation index system, the paper selects appropriate statistical evaluating method of low carbon economy. Finally, combining with the evaluation index system of low carbon economy and statistical evaluating method, the overall analysis and dynamic change analysis of low carbon economic development of our country are done first, and then the regional gap comparison analysis of low carbon economic development on the provinces is done.Empirical results show that low carbon economy development level of our country shows the rising trend and has made great achievements from 2005 to 2009. But, low carbon economy development of our country is not optimistic in 2009, and many indicators have not reached critical range, which show that our country has a long way to go in low carbon economy development. From the whole point of view, the development of low carbon economy in our country has regional gap and the ranking appears eastern, central and western degressive tendency. The low carbon economy development degree of eastern region is relative taller, while the western area is relatively low.Finally, according to the empirical result, from two aspects of improving the low carbon economic overall development level and narrowing the regional gap, the thesis puts forward policy suggestions of developing low carbon economy and constructing low carbon society.
