The Analysis Of Spatial-temporal Characteristics And Influencing Factors On Inter-provincial Investment Public Goods In Rural Areas Of China

For a long time，the disparity of economic and social development betweendifferent provinces is significant， and the distribution of resources between urbanand rural area is parted，we also know that property powers is unsymmetrical for thegovernments at all levels in China.Because the influence of various factors such asthese， there are some problems in the investment on public goods for rural areas ofChina，such as insufficient investment of rural public product，structural imbalanceand public investment injustice.Based on the existing research at home and abroadand comprehensive rural public goods supply theory，this paper analyse the presentsituation of rural public goods supply at first，then we study the investment on publicgoods for rural areas of China by introducing spatial factors into the analysisframework which is based on the methods of Kernel density estimates and Markovchains.At last，we build Spatial Lag Model and Spatial Error Model of the investmenton public goods for rural areas of China based on spatial econometrics.The results from the empirical research suggest that there is "club"convergencefor the public investment in countryside of China，we can also find that most of theprovinces which are in the level of low investment have reduced，but the high level ofinvestment provinces have slow increased， the inter-provincial investment of publicgoods is in the shrinking disparity;From the spatial perspective， we find thatproximity effects and spatial correlation is obvious in the data，and most provincesgather in a concentration of high or low rural public goods level affected by proximityeffects.The results show that， the spatial effect between the public investment in thecountryside and its influence factors is a kind of convergence effect.Fiscaldecentralization play positive role in promoting the public investment in thecountryside，and it also increased with the improvement of farmers’ income;The GDPand urbanization in China suppress the public investment of rural area，the level ofFarmers’ cultural has no significant influence on the public investment of rural area.Finally，we propose some corresponding policy recommendations.for how topromote thedevelopment of public goods investment in the countryside.
