With the development of economic globalization, cultural diversity and the trend of information networking, the enterprise is facing great pressure of com petition. The rapid change and uncertainty of external management environment asks enterprise operators not to operate enterprise traditionally, they have to i mprove the technology and management to improve enterprise’s benefit. Amabil e (1988) have pointed out that innovation is necessary to the enterprise’s survi val, development and success. And organization’s innovation is inseparable fro m the creativity of employees, so one of the enterprise’s important tasks is ho w to stimulate the creativity of staff.On the basis of creativity theories and previous researches this article mai nly studies the employees’creativity of a telecommunications enterprise in Yan bian and discusses the individual and situational factors’effect on creativity. Th is paper summarizes individual and situational influence factors from a plenty of the existing studies and researches and chooses three individual factors inclu ding open character, goal orientation and work values and three situational fact ors including job autonomy, perceived organizational support, bureaucrat, then e stablish individual and situational factors’influence model on employees’creati vity with demographic variables as control variables, collects the data of this r esearch using the method of questionnaire and analyze it with SPSS statistical software.This paper obtained the following conclusions through the empirical analys is.(1)Open character, learning goal orientation and goal orientation’s influence s on creativity are significant, but avoiding goal orientation and work values h ave no significant effect on creativity.(2)The job autonomy has a significant effect on creativity, but bureaucracy and organizational support have no significant effect on creativity.(3)In the moderating effect analysis of situational factors (job autonomy, bureaucracy, organizational support) on the relationship between individual fact ors and creativity, autonomy has regulating effect in study of the relationship b etween open personality and creativity; centralization plays a regulatory role in the relationship between learning goal orientation and creativity; work autono my has regulating effect on the relationship between avoiding goal orientation and creativity; organizational support and centralization play regulatory roles in the relationship between intrinsic work values and creativity.(4)There are position difference and gender having effect on creativity in t he control variables.
