Rural Anti-poverty Policy Comprehensive Performance Evaluation And Empirical Study

There been20years of history since our government large-scale participation ofthe rural anti-poverty development in1986. The size, strength and direction of ruralpoverty reduction policy always affects the poverty rate changes. China is the world’slargest developing country in transition poverty in the contemporary. Chinese ruralpoverty is an important part of the world’s poorest and is also an important part of theworld anti-poverty theory. So the multi-angle, multi-faceted, multi-angle ofunderstanding of rural poverty and scientific design of the rural anti-poverty policyperformance evaluation system for the rapid progress of the anti-poor rural policy hasan important strategic significance.China’s anti-poverty policy performance evaluation of theoretical research is stillin its infancy, with arbitrary and individual characteristics, etc. It has not beenestablished and sound in accordance with international practice, for the specialcircumstances of China including the principles, the evaluation index system ofevaluation models, evaluation techniques and methods, including a complete andorderly, practical anti-poverty policy performance evaluation theory and practice ofsystems. Although there has been some scattered research results, but thesystematically studied have not yet in China pay more attention to the qualitativeanalysis and the quantitative analysis lack of pay more attention to the generalprinciples in research, relevance and operability is not strong. The qualitative analysisis paid more attention to in china and quantitative analysis of the lack of paying moreattention to the general principles in research, but the research, targeted, andinteroperability is not strong, so the objective, scientific, stable, comprehensiveevaluation system to provide timely the poverty scale, nature, characteristics,distribution and information sub-region, thereby improving the relevance andtargeting of anti-poverty programs, improve the potential and effectiveness of China’santi-poverty work. This article is based on the actual situation of the ruralanti-poverty policy in Yunnan Province which taking the theoretical analysis and empirical analysis system and the typical combination of qualitative analysis andquantitative analysis, based on the principles of scientific, systematic andcomprehensive, operability and other design Yunnan integrated Rural povertyreduction performance evaluation index system and methods.The timing of principal component analysis method is used to measure andanalyze the2001-2010Yunnan rural anti-poverty policy performance as well as thecomposition of the system dynamic performance in this paper and the division in thehierarchy will be designed anti-poverty policy performance evaluation system for thepoor based on socio-economic, human development and the living environment of thedevelopment of large subsystems as an indicator of each subsystem and then expandto19two indicators to reflect a comprehensive poverty alleviation process of YunnanProvince over the years and achieving the microstructure of the Yunnan ruralanti-poverty policy efficiency and macro-efficiency, economic efficiency and socialbenefits of integrated performance analysis and evaluation, thus helping to effectivelytest the Yunnan rural anti-poverty policy effects, effectiveness and efficiency, and tolay the foundation for the rational allocation of limited policy resources and also helpcombined with empirical analysis to reflect the anti-poverty policy in YunnanProvince and attempts to provide decision makers with the basis for rural anti-povertypolicy to continue, adjust or re-enacted.
